I have tried setting the “Web Launch” to “never” in the Host File, I have also tried not using IE, but got the same error.

Installing directX may be your problem.
Here are the steps I took to get the upload working on my end:
Turn off all the Windows Firewall
Delete your temporary Internet Explorer cache folder. (C:\Documents and Settings\User Name\Local Settings\Temporary Internet Files\IEXplorer\Cache_*).
Download DXSPlayer and install it.
DXSPlayer should show up in your IE browser.
Open DXSPlayer and click on Convert button.
Select Web Launch in the dialog box.
Click “Never” in the dialog box
Click “OK”.
Select your video and click on “Convert” button.
After it’s done, click on “Save as” and save the image to wherever you want.
